Financial Program Specialist

With over 250 employees, OFM is the largest division within the OCFO, and is spread across three geographic locations- Headquarters in Washington, D.C. and two finance centers in Dallas, TX and Burlington, VT, respectively. OFM supports all financial management service needs for the agency such as accounting transactional activities, financial reporting, operation and maintenance of financial systems and multiple feeder systems, and travel and government charge card management. Furthermore, OFM is an accounting shared service provider for five Components within DHS. The primary purpose of this position is to serve as an analyst completing the administrative work of a fiscal, financial management, accounting, or budgetary nature within the Office of the Chief Financial Officer, Office of Financial Management, Finance Centers. Typical duties include:
Providing services that support organizational programs and components; maintaining business processes that contribute to management's effective control over program operations; Performing financial transactions associated with organizational activity and monitoring studies to determine the base requirements for updated financial information; Conducting transactions related to the preparation, submission, and monitoring aspects of the financial management processes; Providing analyses, projections and interpretations to maintain maximum efficiency and effectiveness. You qualify for the GS-07 grade level if you possess one of the following:
A. One year of specialized experience (equivalent to the GS-05 grade level) in the federal service, performing such duties as:
(1) Assisting in basic financial function support; (2) Compiling resource data from various reports; (3) Processing data and documents using accounting or financial management systems; and (4) Assisting with processing financial transactions. B. Successful completion of one academic year of full-time graduate education from an accredited college or university in a field that demonstrates the skills necessary to do the work of the position. Check with your school to determine how many credit hours comprise a year of graduate education. If the information is not available, use 18 semester or 27 quarter hours. C. Successful completion of all of the requirements for a Bachelor's degree from an accredited college or university and claim eligibility for superior academic achievement based on one of the following:
(1) A grade point average of 3.0 or higher on a 4.0 scale, (2) Class standing in the upper third of a graduating class or major subdivision, or (3) Membership in a national scholastic honor society. D. Appropriate combinations of successfully completed graduate education in a related field and specialized experience as described in A and B above, that when combined, equal 100% of the total requirement. You qualify for the GS-09 grade level if you possess one of the following:
A. One year of specialized experience at the GS-07 grade level or equivalent performing duties such as reviewing accounts for accuracy; utilizing automated financial system to track, analyze, or prepare financial reports; reconciling financial transactions; and reviewing and managing policies and financial regulations. B. Successful completion of a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education in a qualifying field or a J.D. or L.L.B. degree for experience required at the GS-9 grade level. This education must have been obtained from an accredited college or university and demonstrate the skills necessary to do the work of the position. Check with your school or university to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester or 54 quarter hours. C. Appropriate combinations of successfully completed graduate level education and experience may also be used to meet the total qualification requirements for the GS-09 grade level. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
