Management Information Analyst

This position is located in the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Office of the Chief Financial Officer (OCFO), Office of Financial Management (OFM). The primary purpose of this position involves developing, delivering, and maintaining financial information systems; serving as an advisor to senior management on assigned administrative matters. Typical duties include:
Performing a variety of administrative and management services essential to the operations of automated financial systems and serve as technical advisor to management; Conducting evaluations and analysis of current financial information systems to assess the need for additional automation; Collecting and analyzing information on workflow, procedures, automation needs, and control systems; Assisting management by developing and producing reports using one or more reporting facilities (e.g., Crystal Reports, FOCUS, ACCESS, and Sequel); and Monitoring the operation and maintenance of assigned automated financial systems, working with users to develop requirements for building, enhancing, and maintaining systems. GS-09:
You qualify for the GS-09 grade level if you possess one of the following:
A.
Experience:
One year of specialized experience equivalent to the GS-07 grade level in the federal service, performing duties such as:
(1) Identifying requirements for the implementation of enhancements to financial automated systems; (2) Utilizing one or more reporting facilities to produce current and accurate reports; (3) Conducting basic evaluations and analysis of current financial information systems to assess the need for additional automation; (4) Assisting management on collecting financial data for reports. B. Substitution of Education for
Experience:
You may substitute experience by a successful completion of a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, such as a L.L.B./J.D. This education must have been obtained from an accredited college or university and demonstrate the skills necessary to do the work of the position. Check with your school to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester hours or 54 quarter hours. C. Combining Education and
Experience:
Appropriate combination of successfully completed graduate level education and experience described in A and B above, that, when combined, equal 100% of the total requirement. GS-11:
You qualify for the GS-11 grade level if you possess one of the following:
A.
Experience:
One year of specialized experience equivalent to the GS-09 grade level in the federal service, performing duties such as:
(1) Performing a variety of administrative services essential to the operations of automated financial systems; (2) Conducting financial information systems surveys, analyzing findings, and developing recommendations on the most efficient and effective use of the financial systems; (3) Assisting management by developing and producing automated financial reports; (4) Monitoring the operation and maintenance of assigned automated financial systems. B. Substitution of Education for
Experience:
You may substitute experience by a successful completion of a doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, such as a L.L.M./Ph.D. This education must have been obtained from an accredited college or university and demonstrate the skills necessary to do the work of the position. Check with your school to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester hours or 54 quarter hours. C. Experience:

You qualify for the GS-12 grade level if you possess one year of specialized experience equivalent to the GS-11 grade level in the federal service, performing duties such as:
(1) Coordinating a variety of administrative and management services essential to the operations of automated financial systems and making recommendations to management; (2) Conducting evaluations of current financial information systems to assess the need for additional automation; (3) Analyzing findings from surveys and developing recommendations pertaining to the most efficient use of financial systems; (4) Collecting and analyzing financial information on workflow, procedures, automation needs and control systems; (5) Developing automated financial reports.
