Financial Program Specialist

This position is located within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Office of the Chief Financial Officer (OCFO). The primary purpose of this position is to serve as an analyst completing the administrative work of a fiscal, financial management, accounting, or budgetary nature within the Office of the Chief Financial Officer, Office of Financial Management, Finance Centers. Typical assignments include:
Providing services that support organizational programs and components; maintaining business processes that contribute to management's effective control over program operations; Performing financial transactions associated with organizational activity and monitoring studies to determine the base requirements for updated financial information; Conducting transactions related to the preparation, submission, and monitoring aspects of the financial management processes; Preparing cost reports, balance sheets, and recommendations upon request; and Providing analysis, projections and interpretations to maintain maximum efficiency and effectiveness. You qualify for the GS-09 grade level if you possess one of the following:
A. One (1) year of specialized experience at the GS-07 grade level or equivalent performing duties such as reviewing accounts for accuracy; utilizing automated financial system to track, analyze, or prepare financial reports; reconciling financial transactions; and reviewing and managing policies and financial regulations. OR B. You may substitute successful completion of a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education in a qualifying field or a J.D. or L.L.B. degree for experience required at the GS-9 grade level. This education must have been obtained from an accredited college or university and demonstrate the skills necessary to do the work of the position. Check with your school or university to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester or 54 quarter hours. OR C. Appropriate combinations of successfully completed graduate level education and experience may also be used to meet the total qualification requirements for the GS-09 grade level. You qualify for the GS-11 grade level if you possess one of the following:
A. One year of specialized experience, equivalent to the GS-9 grade level in the federal service, performing duties such as:
(1) Analyzing financial related data within an organization/company; (2) Conducting transactions related to the preparation and submission within the financial management process; (3) Preparing financial reports from a variety of sources, identifying problem areas; and (4) Providing financial related advice to assist management in making effective decisions for proper program planning. OR B. A doctoral degree or three full years of progressively higher-level graduate education leading to such a degree, such as L.L.M/PhD. This education must have been obtained from an accredited college or university and demonstrate the skills necessary to do the work of the position. (A course of study in business administration, public administration, and related fields is qualifying.) Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester or 81 quarters hours. OR C. Appropriate combination of successfully completed post graduate education and experience described in A and B above that totals at least one year may also be used to meet the total qualification requirements for the GS-11 grade level. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
