BUSINESS OPERATIONS SPECIALIST

Relocation expenses are authorized if you are a USCIS employee assigned to the Refugee, Asylum and International Operations program and have been approved for rotation from an overseas assignment. Relocation expenses for USCIS employees assigned to an OCONUS location will be considered on a case-by-case basis. GS-09:
You qualify at the GS-09 level if you possess one (1) year of specialized experience, which is equivalent to the GS-07 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
Providing assistance to higher graded specialists by developing background information for contracting studies; Gathering, summarizing and analyzing information for incorporation into reports; Carrying out specified portions or segments of pre-award or post-award contracting projects; supporting higher graded specialists in evaluating contract bids or proposals for compliance with specification or purchase descriptions and applicable clauses; OR You may substitute a Master's degree or 2 full years of graduate education leading to such a degree in any field or a J.D. or L.L.B. degree for experience required at the GS-9 grade level. Such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Check with your school to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester or 54 quarter hours. GS-11:
You qualify at the GS-11 level if you possess one (1) year of specialized experience, which is equivalent to the GS-09 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
Supporting program managers to identify and resolve program needs; Creating, analyzing, and storing reports; Recommending solutions to contract requirements ; Monitoring the schedule and performance of projects; Formulating responses to technical questions; Assisting the evaluation of contract or proposals for compliance; Serving as a liaison between project teams, program managers, and headquarters; OR You may substitute successful completion of a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree in an accredited college or university, for experience at the GS-11 grade level. Such education must demonstrate the skills needed to do the work. A course of study in business administration, public administration, or related fields is qualifying. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 54 semester hours should be considered as satisfying the 3 years of full-time study requirement. GS-12:
In addition to the requirements at the lower grade levels, you qualify at the GS-12 level if you possess one (1) year of specialized experience, which is equivalent to the GS-11 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
Creating, analyzing, and briefing management on reports; Preparing complex documentation for contract preparation and modification; Recommending and overseeing implementation of process and policy improvements or regulations; Serving as a liaison between headquarters, area offices, field offices, other federal agencies, and outside entities; Providing guidance to managers to achieve goals and objectives; Serving as a Subject Matter Expert to program officials in procurement planning. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
