Every day, Management and Program Analysts perform as managers for numerous programs reaching across US Citizenship and Immigration Services (USCIS). In this position, you would be responsible for the program management of the entire USCIS eLearning catalog. You would maintain and support the USCIS learning management system alongside a team of other experts in Williston, VT.

As a Management and Program Analyst within the Human Capital and Training Division, you will:
Act as program manager for entire United States Citizenship and Immigration Services (USCIS) catalog of eLearning content. Maintain operational status information for reference by leadership. Identify scope and impact of course operation issues and potential effect on both Learning Management System (LMS) function and United States Citizenship and Immigration Services (USCIS) training objectives.
Act as primary liaison and point-of-contact with Department of Homeland Security (DHS) and United States Citizenship and Immigration Services (USCIS) Program Offices and Directorates to coordinate implementation within United States Citizenship and Immigration Services (USCIS) Learning Management System (LMS).
Act as primary point-of-contact to troubleshoot and resolve eLearning course function issues utilizing prior technical experience involving at least SCORM and any of the following (one or more) TinCan, API, Java, Flash, Camtasia, Captivate.
Act as primary liaison and point-of-contact for Human Capital and Training (HCT) Mandatory Training Advisory Committee (MTAC) to communicate and coordinate system administration tasks on Learning Management System (LMS) in alignment with Mandatory Training Advisory Committee (MTAC) guidance.
GS-11: To qualify at the GS-11 level if you must possess one (1) year of specialized experience that equipped you with the skills needed to perform the job duties. This experience must have been equivalent to at least the GS-09 grade level. Such experience may include:
Conducting studies to identify, analyze, and recommend solutions to problems in program operations.
Using analytical techniques and statistics to assess issues related to management processes, systems and support programs. OR
You may substitute successful completion of a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree in an accredited college or university, for experience at the GS-11 grade level. Such education must demonstrate the skills needed to do the work. A course of study in business administration, public administration, or related fields is qualifying. One year of fulltime graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 54 semester hours should be considered as satisfying the 3 years of full-time study requirement.

Selective Placement Factor: To qualify for this position you must have experience with system administration of open-source learning management systems (such as Moodle).

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
